Enters into ground lease with developer partner, reviews proposed projects and tenants for consistency with MBEST Center Master plan, upon approval, developer obtains permits from the City of Marina.

 

City of Marina

Issues grading, conditional land use, building, and occupancy permits and conducts architectural review and California Environmental Quality Act review  within the City of Marina.

 

Monterey Bay Unified Air Pollution Control District (www.mbuapcd.org)

Issues authority to construct and permit to operate HVAC equipment.

 

Marina Coast Water District

Approves and provide potable water, recycled water, and wastewater connections.

 

Monterey County Health Department

Issues permits for food preparation, storage tanks, and hazardous materials.

 

California Department of Fish and Game

Issues incidental take permits where development projects may result in the take of state-listed endangered species.  Permit has been issued for all UC MBEST Center lands except parcels CN-14 and CN-16.

 

U. S. Fish and Wildlife Service

Prior to development on UC MBEST Center lands, USFWS must issue a concurrence letter regarding habitat management.  A concurrence letter has been obtained for all MBEST Center lands except the Central South campus, which is not planned for near-term development.

 

Federal Aviation Administration

For projects in the vicinity of airports, the FAA must issue a determination of no hazard to air navigation in accordance with Title 14, CFR, Part 77, entitled, "Objects Affecting Navigable Airspace", or under the authority of the Federal Aviation Act of 1958 as amended.

 

Monterey Regional Water Pollution Control Agency

Issues capacity determinations  and sewer connection permits.

 

Regional Water Quality Control Board

Issues National Pollution Discharge Elimination System Permit (NPDES) for projects that involve disturbance to 5 acres of land or more, in accordance with section 402 of the Clean Water Act, 40CFR Section 122.  Other permits issued for projects that may affect water resources.

 

Fort Ord Reuse Authority

Determines whether general plans are consistent with the FORA Reuse Plan.  FORA has determined that the Marina General Plan is consistent with the FORA Reuse Plan and has incorporated the MBEST Center Master Plan reference into the FORA Reuse Plan.
